Job Description

Purpose of Position
The Project Manager is responsible for duties that directly support the Water Engineering Research Center (WERC) of the Civil Engineering Department within the College of Engineering. This position is responsible for managing the project budget, planning, coordinating, and executing projects, and providing general management support for WERC's oversight of the technical features of operations.
Essential Functions
Manages and coordinates the Water Engineering Research Center’s projects, research studies, operations, events, and strategic activities to ensure quality outcomes, timely completion, financial sustainability, and alignment with established objectives.
Identifies and catalogs researchers’ capabilities and areas of expertise and provides technical input to foster a collaborative and innovative research environment.
Develops, programs, implements, and analyzes technical approaches and business processes for Center projects and programs.
Conducts assessments and establishes performance measures to evaluate implemented approaches and support project and program development.
Collaborates with WERC leadership to develop strategies for securing public and private sector funding and other direct and indirect support necessary to sustain the Center’s operations, financial stability, and growth.
Represents the Center to agencies and organizations, including delivering presentations as needed.
Performs other duties as assigned.
Required Qualifications
Bachelor's degree in engineering or a related field, registration as a Professional Engineer (PE) in Texas, and ten (10) years of experience in green storm water infrastructure, nature based solutions, and weather adaptation and resilience.
Preferred Qualifications
Demonstrated leadership, innovation, and strategic planning experience in a complex technical environment, including experience managing operations, pursuing funding, and overseeing projects valued at $30 million or more.
Supervisory and management experience related to green storm water infrastructure, nature based solutions, water resources engineering, storm water management, and flood mitigation and management is also preferred.
Knowledge, Skills & Abilities
Ability to troubleshoot and resolve technical issues.
Good communication skills.
Ability to ensure safety guidelines are followed.
Above average knowledge and understanding of production needs within a university environment.
Ability to manage and supervise budgetary expenditures.
Ability to work effectively with various constituencies, including the academic community (faculty, staff, and administrators) and government agencies.
Strong leadership and management skills.
Strong conceptual, organizational, and interpersonal communication skills.
Problem solving and decision making skills.
Strong capabilities in geospatial analysis and strategic planning.
Strong public speaking skills.
